Can Ishta-Devata confer moksha?

What did Bhagavan say about this?
Because I have read that Ishta-Devata can only help to acquire kama, artha and dharma but not moksha.
On the other hand there are people like Swami Papa Ramdas who attained moksha by the simple practise of japa with the name of their Ishta-Devata.
So I am confused.

Dear Jyoti,

Ishta Devata shall confer mukti also.  Initially one may ask for
dharma, artha and kama. Eventually the devotee asks nothing and
pleads only for merger with that god. The merger is mukti.
